FORMER OPERATIVE FOR PRO-TRUMP SUPER PAC WILL LOBBY FOR LIBERIA: The government of Liberia has hired Jake Menges, who worked for a super PAC backing President Donald Trump during the 2016 election, to lobby on its behalf in Washington. Menges, a former aide to Rudy Giuliani who worked for Great America PAC in 2016, is now a senior director at Greenberg Traurig, the law and lobbying firm. He’ll offer “business development and government affairs advice” to Liberia’s government, including “representation before the leaders of the House and Senate as well as representatives in the Department of Commerce, Transportation, Treasury, Agriculture and Energy,” according to a contract filed with the Justice Department. The contract is worth $25,000 a month.
SERBIA HIRES CLEARY GOTTLIEB TO LOBBY ON KOSOVO DISPUTE: The Serbian government has hired Cleary Gottlieb Steen & Hamilton to lobby on its behalf in Washington. The firm will lobby for Serbia “before U.S. stakeholders (including U.S. government officials) in connection with certain regional cooperation issues involving the foreign principal and Kosovo,” according to a Justice Department filing. Serbia doesn’t recognize Kosovo’s independence, and the Serbia government harshly criticized a vote by Kosovo’s parliament late last year to create an army. The five Cleary Gottlieb lobbyists who registered to represent Serbia are all based in Paris or Brussels, according to the disclosure filing.
FIRST IN PI — INVARIANT ADDS A DEMOCRAT: Invariant has hired the Democratic lobbyist Quincy Enoch. He was previously the lead Democratic lobbyist for the National Association of Mutual Insurance Companies and before that lobbied for the National Association of Federally-Insured Credit Unions. He’ll lobby on tax and financial services matters and also “brings deep relationships with House Democrats on key committees and inside the Congressional Black Caucus,” according to a statement issued by Invariant. Rep. David Scott (D-Ga.), a member of the House Financial Services Committee and the Congressional Black Caucus, praised Enoch in a statement issued by the firm.
JEFF MILLER WILL LOBBY FOR SALESFORCE: The software giant Salesforce has hired former Rep. Jeff Miller (R-Fla.) of McDermott Will & Emery to lobby on “access to customer relationship management (CRM) platform at the Department of Veterans Affairs,” according to a disclosure filing. Miller, of course, is a former chairman of the House Veterans' Affairs Committee. Salesforce spent $2.1 million on Washington lobbying last year and also retains Crossroads Strategies and the Franklin Square Group.
WHAT THE GAO FOUND IN ITS ANNUAL AUDIT OF DISCLOSURE FILINGS: The Government Accountability Office has released its annual report on lobbyists’ compliance with the Lobbying Disclosure Act. Among the findings: “92 percent of lobbyists who filed new registrations also filed LD-2 reports as required for the quarter in which they first registered” and “97 percent of all lobbyists who filed could provide documentation for lobbying income and expenses. However, an estimated 20 percent of these LD-2 reports were not properly rounded to the nearest $10,000.” Here’s the full report.
CONSULTANTS WITH TRUMP TIES TURN TO AFRICA: The New York Times’ Dionne Searcey has a dispatch from Abuja, Nigeria, where she spoke with Riva Levinson, a consultant “who was mentored in the art of political consulting by Paul Manafort” and now has her own firm, KRL International. She “is among the many American political consultants with ties to President Trump who have become regular fixtures in African political campaigns, seizing on the region’s turn toward democracy. … From the sidelines at a recent election event in Nigeria, Ms. Levinson reminisced about the old days when Mr. Manafort would dispatch her across the globe to enlist unsavory leaders and help them clean up their international reputations, for a hefty fee.”

— The Structured Finance Industry Group has hired Ben Parish as government relations manager. Parish was previously government relations liaison at the National Association of Insurance and Financial Advisors.
